Iryna’s Law Signed Into Action: A New Era for Public Safety in North Carolina

This week marks a pivotal moment in North Carolina’s justice system. On Monday in Charlotte, our owner and CEO, Michael Woody, testified at the Congressional field hearing on Victims of Violent Crime. His testimony (View Here) centered on the dangers of “cashless bail” and the undeniable impact it has had on victims across our state.
Woody spoke from both experience and conviction, outlining how policies that allow dangerous, repeat offenders to walk free without meaningful restrictions are not just a policy flaw—they’re a public safety crisis.
Just days later, the Governor signed Iryna’s Law into action.

What Iryna’s Law Does
Named in memory of Iryna Zarutska, whose life was taken by a violent repeat offender in Charlotte, this legislation addresses the very issues highlighted in Woody’s testimony:
No More Cashless Bail Loopholes. Defendants can no longer be released solely on a promise to appear. Dangerous individuals must face secured bonds or monitoring.
Stricter Rules for Violent Offenders: First-time violent offenders must secure a bond or be placed on house arrest with GPS monitoring.Repeat offenders: mandatory monitoring or secured bond.
Judicial Accountability Judges and magistrates now have clear, uniform procedures that limit the kind of broad discretion that too often puts violent offenders back on the streets.
Mental Health Evaluations: Recognizing the overlap between violence and untreated mental illness, the law requires evaluations for defendants showing significant mental health concerns.
